Scott Richards is wanted for a $20,000 cash only Probation Revocation warrant for failure to comply with the terms and conditions of HOPE probation. On March 25, 2009, at approximately 2:35 p.m., the victim was crossing the street in the intersection of Kuhio Avenue and Liliuokalani Avenue when a male approached her from behind and attempted to grab her purse. The victim struggled with the male and was assisted by witnesses in the area. One of the witnesses chased the male to Tusitala Street until police arrived and positively identified him. The male was identified as Richards and placed under arrest for Robbery in the Second Degree. He ahs four prior convictions and is known to frequent the Kailua area. Wanted as of 08/30/2016
